[cython/cython] Visit type in traverse (heap types) (PR #5889)

Only enabled on Python 3.9+ (since that's where it's supported)
Note that the documentation says that clear doesn't need any changes. I'm also fairly convinced that the default implementation of traverse of heap types in fine for where the type is the only thing that needs visiting
