cypher installation problem

Attached please find my config.ini.
I am running stand alone app. Sesame works on a fresh apache 6.0.18.
In the user guide on the very end it says that I need to configure reps at:
<cypher home>/data/config/engine.properties
I do not have this file in my 1.9 cypher. Should I create it?
I am pretty sure that there is a problem in my config.ini.
It would be create if you could give me some advise.
