cylc-7.8.0 release

Hi all,

I'm pleased to announce cylc-7.8.0 is available. This is a big release (120+ issue closed) and it has some major new features: 

• automatic suite host selection at start-up
• automatic on-demand migration of suite server programs to other hosts (e.g. for host maintenance)
• "cylc review" - a powerful web-based job log viewer (migrated to Cylc from the Rose project)
• general external triggering - trigger tasks off of external events via user-supplied Python plug-in functions
• EmPy templating - a more Python-like alternative to Jinja2
• better GUI integration with desktop themes, including dark themes
