cylc-7.8.1 release

This is a maintenance release with minor enhancements, plus a new-format User Guide.

Changes include:

• replace LaTex-generated User Guide with Sphinx-generated HTML
• initial cycle point relative to current time
• expose suite UUID to event handlers
• fix possible blocking subprocess pipe.

Users have identified some minor issues with 7.8.1, which we have identified fixes for. These will be rolled out in the upcoming 7.8.2. If your site is still on 7.7.2 or earlier, you may want to stay put until after 7.8.2 is released before upgrading.

Hi Tom,

Sorry, we have lost a bit of momentum here due to the team's commitment on Cylc-8/Rose-2 work. Hilary may correct me, but I guess we should be able to wrap this up in the next 2 weeks? (And certainly before the end of this month.)
