cygwin with the compiler of microsoft visual c++ 9.0 and the corresponding enviorment

hello ,everyone!

now i am emulating a model under cygwin,the recommend compiler is the
vc compiler of visual studio 2009,also there is a enviorment of
microsoft platform sdks for windows server 2008, in the readme.txt it
is descriped as follow:

call "visual c++ directory\varvs.dat"
call "sdks directory\SetEnv.cmd"

but when i open cygwin-easy,it is absolutely a bash shell, the command
can't be executed.anyone could give some advice?

meanwhile, the default directory of cygwin-easy is my desktop,it will
creat a new Cygwin file as the work file ,how can i change it to my
own folder?

my cygwin edition is 2007.3.
