parking question - DYLs vs mandatory cycle lanes

Am I right in thinking there are stronger restrictions against parking in a mandatory cycle lane than there are in parking on a stepped cycle track with DYLs?  I'm going by this, from the Quickways FAQ:

"Blue badge holders should not park in 24-hour mandatory cycle lanes which are marked using a solid white line. 

 

Advisory cycle lanes which are marked using a dashed line will be supported by single yellow lines, double yellow lines and in some cases loading restrictions. While it is not recommended that blue badge holders park in cycle lanes, they may park on most single or double yellow lines for up to 3 hours, as the terms of the badge and parking area permit."


If so, this may be a problem for the stepped cycle tracks on Woodstock Rd.  How does it work on the Slade?   (It may be worse on Woodstock Rd, as the cycle tracks there are going to be just the right width to look like - and serve as - parking bays...)

DYLs are easier to enforce. Wouldn't worry too much about blue badge holders.

The problems generally arise when there's unmet parking demand and insufficient discouragement (bollards for short stay, enforcement for long stay). Other than the occasional builder, there isn't that much of a problem on Woodstock Road north of Bevington Road.

Sadly, "unmet parking demand and insufficient discouragement" feels like a pretty large chunk of Oxford.  Certainly all the retail/commercial areas, but a lot of residential areas as well.
