UK copyright law for documents produced by public bodies

Greetings,

Is anyone here familiar with UK copyright law? How about the applicability
of UK copyright law in the US?

I have a copy of a document that was first published in the UK in 1938.
It is a transcript of sorts, of a particular meeting of the Ministry
of Transport, Transport Advisory Council. It says "Crown Copyright
Reserved" on it. It was printed and published by "His Majesty's
Stationary Office," there is some additional verbiage about purchasing
copies but this document is out of print, I obtained this copy from a
public library that happened to have a copy available. They charged,
did not specify whether this was to cover copyright royalties or if it
was merely to cover the labor of scanning and etc.

I know copyright law has changed a great deal in the last 77 years so,
what is the worst could happen if I published this document online?
Given the recent open government changes to UK copyright law, is this
document now in the public domain?
