Overwrite in Windows not functioning properly

When files are downloaded which have the same name as an existing file, Cyberduck asks if you would like to allow the file to be overwritten. If you choose yes... the file shows as downloaded but it will not overwrite the already downloaded file.

I am on Windows 10 64 bit v. 21H1, OS build 19043.1415

And was downloaded a .zip file from an FTP site.

Are you sure?

Because I just tested this with CD 8.2.1 on Win8.1Pro x64 (over an FTP connection), and the file was overwritten.
