Ishma Stewart, 20, was a journalism student at Loyola University. She graduated from Oak Park River Forest High School in only 3 years. She was paying for her education while also working at a Walgreens store.  She was senselessly and randomly gunned down last Sunday night.

In Chicago, when 28 students were killed last year, many of us did nothing. When 37 people were shot two weeks ago, many of us did nothing.  When five people were killed in one house on the South Side one week ago, many of us still did nothing.  When Ishma Stewart, a 20-year-old, straight-A, honor student at Loyola University, was senselessly and randomly gunned down last Sunday, many of us still made the decision to do nothing.  And now when a three year old was shot in gang crossfire yesterday, why are so many of us still doing nothing? 

 

Violence has become a national problem.  Are we waiting for violence and death to come to our doorsteps?  Are we waiting for others to solve the problems of violence in our

communities.  The Black Star Project is not waiting. It is time to do something.  We have choices: please join the Black Star Movement to STOP THE  VIOLENCE.  This Movement includes thinking, planning, organizing, acting, teaching, mentoring, parenting, praying, marching and more effective policing.  It focuses on eliminating the cause of violence and not just the symptoms of violence.

The Men In Schools "Stop The Violence" Initiative - Join this initiative on one day during the last week of May 2008.  Schedule three to six men to visit a school in your city to discuss with students how and why we need to  stop the violence as we highlight the value of education.  The Black Star Project will provide a simple curriculum and other materials to help in these discussions.  To lead this movement in your community, contact The Black Star Project at in...@blackstarproject.org773.285.9600 or www.blackstarproject.org for an organizing kit.


The Door-to-Door Campaign
- Take the "Stop The Violence" movement to the streets.  Pass out information door to door, at popular intersections, at malls, at shopping strips, transportation hubs, barbershops, beauty shops, billiard halls, basketball courts, night clubs and at other places where young people gather.  Information should include fact sheets on violence and how it affects your  community along with resources of where youth can turn for support in their lives. 

 

Sermons - Take your "Stop The Violence" movement to your church or to a church in your community.  Ask the pastor of the church to preach a "Stop the Violence" sermon on May 25, 2008, as other pastors will be doing from all over the country. Invite youth from neighborhood schools to attend this special "Stop The Violence" service at your church.

 

Stop the Violencepledges - Talk to and share pledges about the "Stop The Violence" movement with children in grades k-3, 4-8 and 9-12.   Have the children read the pledges to each other, discuss stopping the violence with them and have them sign a copy of the pledge as a reminder to help stop the violence.  Pledges are available at The Black Star Project (in...@blackstarproject.org or by calling us at 773.285.9600).

 

Black and Yellow Ribbon Reminders -  Make ribbon reminders of 1½ inch strips of black and yellow ribbon (attached with a safety pin) and have everyone wear them through May 31st as a reminder to the public to STOP THE  VIOLENCE.  Black represents the death of the children and people so far this year by violence.  Yellow represents the promise of peace in the future in our communities.  You need to distribute these ribbons at your schools, churches and in your community.

 

Forums - Have experts on various aspects of stopping the violence speak at  your community forums.  Some of these experts might be a psychiatrist, psychologist, policeman, gang expert, gang member, clergyman, social worker, teacher, and parents of children affected by violence imbued with a special knowledge about this topic.  We suggest multiple forums that should last no more than 90 minutes each.  We recommend note taking and sharing these results with elected officials, foundations, schools, community-based organizations, social-service agencies, faith-based institutions, government agencies, the media and parents. 

 

Youth Focus Groups - Unfortunately, the real experts on violence in many communities are the youth.  They know when violence is going to break out, they know who is going to perpetrate the violence and they know how to navigate away from and survive the violence.  We suggest a teen panel or focus group on violence.  We recommend note taking and sharing these results with elected officials, foundations, schools, community-based organizations, social service agencies, faith-based institutions, government agencies, the media and parents. 

 

Parent Universities - Stopping the violence among youth is not enough.  We must train parents, families and communities to STOP THE  VIOLENCE.  Schedule parent and community training sessions to teach them techniques for reducing violence in their homes, schools and communities.

 

Marches, Rallies and Prayer Vigils - Organize marches, rallies and prayer vigils in the affected communities.  Invite elected officials, foundations, schools, community-based organizations, social service agencies, faith-based institutions, government agencies and the media to participate in the event.

Here's how the IRS will distribute the stimulus payments if you elect direct deposit:

If the last two digits of your Social Security number are 00 through 20, your payment will be sent May 2; 21 through 75, May 9; and 76 through 99, May 16.
If you opt for a paper check, here's the schedule, again based on the last two digits of your Social Security number:
  • 00 through 09, May 16
  • 10 through 18, May 23
  • 19 through 25, May 30
  • 26 through 38, June 6
  • 39 through 51, June 13
  • 52 through 63, June 20
  • 64 through 75, June 27
  • 76 through 87, July 4
  • 88 through 99, July 11
If you're married and file a joint return, the first Social Security number listed will determine the mail-out time,
according to the IRS. And, of course, the IRS says some tax returns may take longer to process
and this can affect the payment schedule.
         
Come on, you knew they had to give themselves some leeway.

If you file your 2007 return after April 15, you will still get your economic stimulus payment but the IRS says
to add about two weeks to the date listed for your Social Security number. The last drop-dead date to
file your return is Oct. 15 in order to receive a stimulus payment this year.

To qualify for the stimulus check, you have to have any combination of earned income from money you earn
on a job, nontaxable combat pay or certain benefits from Social Security, Veterans Affairs and Railroad
Retirement. Generally, people must have a valid Social Security number, have at least $3,000 in qualified
income and not be a dependent or eligible to be a dependent on someone else's return.

Not sure how much you're going to get? Go to the IRS Web site and use the economic stimulus payment calculator.

If you're in a rush to get your payment, file electronically and have your refund or stimulus payment directly deposited
into your bank account. And for heaven's sake, don't pay to get a refund anticipation loan. This short-term loan backed
by your refund is a waste of money that could probably be used to pay a bill.

 FDA Embarks on Major Hiring Initiative for its Public Health Mission

The FDA is hiring hundreds of individuals with science and medical backgrounds to help meet the agency's
responsibilities to assure the safety and/or efficacy of human and veterinary drugs, biological products,
medical devices, food, cosmetics and products that emit radiation.

In fiscal year 2008 alone, the FDA is looking to fill more than 600 new positions and to backfill over 700 others
to implement the FDA Amendments Act of 2007, the Food Protection Plan and the Import Safety Action Plan,
nearly triple the number of people hired from 2005-2007.

The Office of Personnel Management has granted Direct-Hire Authority to the FDA, an operating division of
the Department of Health and Human Services. It expedites hiring of qualified candidates by eliminating
certain rating and ranking preferences. Qualified candidates could be on the job in as little as three weeks.

Positions will be available throughout the agency, including in the Center for Biologics Evaluation and Research,
the Center for Drug Evaluation and Research, the Center for Devices and Radiological Health, the Center for
Food Safety and Nutrition, the Center for Veterinary Medicine, the National Center for Toxicological Research,
the Office of the Commissioner and the Office of Regulatory Affairs.

Dumb as We Wanna Be

It is great to see that we finally have some national unity on energy policy. Unfortunately, the unifying idea is so ridiculous,
so unworthy of the people aspiring to lead our nation, it takes your breath away. Hillary Clinton has decided to line up
with John McCain in pushing to suspend the federal excise tax on gasoline, 18.4 cents a gallon, for this summer’s travel
season. This is not an energy policy. This is money laundering: we borrow money from China and ship it to Saudi Arabia
and take a little cut for ourselves as it goes through our gas tanks. What a way to build our country.


When the summer is over, we will have increased our debt to China, increased our transfer of wealth to Saudi Arabia and
increased our contribution to global warming for our kids to inherit.

No, no, no, we’ll just get the money by taxing Big Oil, says Mrs. Clinton. Even if you could do that, what a terrible way
to spend precious tax dollars — burning it up on the way to the beach rather than on innovation?

The McCain-Clinton gas holiday proposal is a perfect example of what energy expert Peter Schwartz of Global Business
Network describes as the true American energy policy today: “Maximize demand, minimize supply and buy the rest
from the people who hate us the most.”

But here’s what’s scary: our problem is so much worse than you think. We have no energy strategy. If you are going to use
tax policy to shape energy strategy then you want to raise taxes on the things you want to discourage — gasoline
consumption and gas-guzzling cars — and you want to lower taxes on the things you want to encourage — new, renewable
energy technologies. We are doing just the opposite.
