Projects for working with CPS Files

As discussed in the June C++EE meeting, we agreed to put together on the mailing list a collection of projects for working with CPS files.

I have a branch of Meson that can be used to generate very simple CPS files (I need to put some more time into this in the near future), it's a very dirty and hacked together branch that I do force push: https://github.com/dcbaker/meson/tree/wip/2024-03/cps-generate
