[EcoStd RFC] Tool Introspection

An FYI.. I just put up a reworked version of the tool introspection proposal from WG21 as an EcoStd RFC <https://github.com/ecostd/rfcs/pull/2>. It's almost identical as the original. The one significant change is to limit capability names to simple identifier characters so that it can be used directly in JS. Otherwise it's minor changes to avoid most of the C++ specific references.

The corresponding wording PR is in progress.
