No need to show gerrymandering, you already know that by now.
Tindak malaysia is supposed to draw new border with 10% deviation but how
many voters per consituency you wanna put in? How many seats will there be
resultant of new border? What about putrajaya and labuan? What would be the
if-expected election result from the new border assuming GE13 demographical
distribution? If you wants to help to draw constituency new border then you
need to answer these riddle and the table following could be the starting
point.

In New Zealand the constituencies have between them + 5% deviation from mean. This also applies to the Maori electorates. The mean that applies throughout is also known as the Southern Island quota. At the moment the total number of electorates is 70 and for the South Island the number of electorates is fixed at 16. The voting population at the last census of the South Island is divided by 16 to arrive at the South Island Quota. This then is the mean that will be applied to all the electorates. The total number of voters on the Maori roll is divided by this quota to arrive at the number of Maori seats. At the last elections this was 7. The General electorates in the North Island was therefore, 70-16-7 = 47. Their redelineation exercise is being undertaken now. The Maori seats could increase with an increase on the Maori Roll and so may the General seats in the North Island. The total number of seats in the North Island will be the total voting population minus the South Island voting numbers divided by the South Island quota. They then draw up the boundaries.
You can see here there are various permutations that can be used rather than just arbitrary. Hope this helps to expand the thinking.

Calculation of constituency size is a problem in malaysia because:
1. Federation of Putrajaya and Labuan conflict with Federal
Constitution on constituency size.
2. Separation of Singapore while Malaysia Agreement had not been
revised thereafter opening the possibility of seat dispute between east/west
malaysia.
Putrajaya the smallest constituency will always give one seat advantage to
west malaysia and widening disparity. Another problem transportation of form
14 that can be solved by amending election to accept tally in electronically
signed document.
