Bar Council Circular on Post-Election Series Seminar:
Constituency Delineation — Knowing Where to Draw the Lines

I will speak on:

Significance of public participation in ensuring a fairer outcome of the delineation exercise, specifically on how proposed alterations can be challenged by members of the public;

There are a few possibilities: Refer to Federal Constitution Thirteenth Schedule.

There can be no increase or decrease in no. of seats (Parliament or State) unless the Govt has 2/3 majority in Parliament.
The EC may chose to redelineate or not to redelineate.

If the EC chose to redelineate, the public, if they gather 100 electors in that constituency, can raise objections to whatever changes put up by the EC. However, there can be a maximum of 2 hearings only.

If the EC chose not to redelineate and if the public feels aggrieved over this, it is not clear if they have any recourse to challenge the EC's lack of action. I bet you if they can get away with it, they will chose this route, especially when they have civil society watching over them like a hawk.

What do we need to do?

1. 1 volunteer for 4 Constituencies. We need 60 volunteers.
2. Identify at least 100 electors per Constituency in readiness for objection.
