CVXPY installation on Windows PIP version

Dear Admin
I am facing issues when trying to install CVXPY on windows using PIP version on Python 3.9 (pip 21.2.3). However I managed to install it on Anaconda. The error message is related to the inability to install both SCS and ECOS packages. I have tried to trace the error and install VC++ 14 tools, but the error is the same. Please for your advice.
