Explanation on dims in cvxopt

Just wondering, for the example given in http://cvxopt.org/userguide/coneprog.html#linear-cone-programs

Can you elaborate on how the 'dim' parameter is set to be 

dims = {'l': 2, 'q': [4, 4], 's': [3]}
