I've just done this commit, so I can easily link to DemocracyClub
constituency pages.

Tim or Seb, could you deploy it / check it works?

I haven't tested it because I got in a maze of twisty passages getting
my local dev server working again. I did another commit to fix one of
those, and updated the wiki GettingStarted for another. But in the
end decided I didn't have time to get it all working...
