Request for testing the new devcontainer development environment

Hello friends,

I have configured devcontainer for running cvat on your local system as well as on GitHub Codespaces. I have updated the documentation for the development environment and made it simple. I have already testing it on Linux, Windows and on GithHub codespaces. However I have not testing it on MacOS. I kindly request you to test this new feature on your system and share your feedback.
