My new go-to service for ordering from Target is Shippsy. How does Shippsy work? You sign up for a free address, and will be assigned an account number. You can use this address to shop online at Target, and when the package comes in to the Shippsy centre in Niagara Falls, NY, you will be notified. Following that, they will require the package information, and you will need to provide a copy of your invoice and itemize all of the items in your package, including the amounts. Your invoice can be found in the orders section on the Target website, and I usually print it to PDF. Remember to not include local NY state sales tax!
If you want to save on HST, you can even spend under $40 Canadian and it will be completely tax-free (you would only pay for the shipping forwarding service), however I find I usually do orders of $150 Canadian at Target every couple months and prefer to consolidate everything. For home items, I have picked up decor pieces from Opalhouse, and some picnic gear including an adorable metal condiment caddy from their Sun Squad line. The difference is that Shippsy will then deliver to one of their locations in Canada for the customer to either pick up or forward to their home address using Canada Post. Since it's domestic shipping within Canada, the shipping fee is much lower.
The shipping process is as follows: Processing time is 1-2 business days to process the item in the US and another 1-2 days to arrive in Canada, which is superfast compared to the international shipping options above.

Due to the high cost of shipping (or no available shipping) to Canada I often ship to a US address. I then drive to the US and pick up my packages. I recently found out about the changes to US tax law and was wondering if there is some way to obtain an exemption to paying US (NY) tax. I pay HST when I bring the items across the border. I don't think I should have to pay twice. And before any one suggests eBay's international shipping, paying eBay's inflated delivery and brokerage fees is not acceptable either. If the purchase prices is less than $100 eBay's brokerage fees usually end up costing more than the item.
It would be so much nicer if eBay could apply the tax based on billing address rather than shipping address.
