This depends on what you need. Is it a Symfony2 project? If so you have two possibilities:
1.) Implement your own user management. This is not difficult with SF2. I have done this for CuteFlow. This way is ideal when you need flexibility. For CuteFlow I plan to use LDAP and Database authentication, so flexibility is needed
2.) You can use the FOSUserBundle. This brings a lot of predefined entities, forms and infrastrcuture but you need your application to work as the Bundle is definiong it. This is fine for the mos apps.
