Cusp was unable to connect to you lisp instance

I have installed cusp for windows with eclipse classic 4.2 on a win 7 64 machine according to the instructions at http://bitfauna.com/projects/cusp/

When I open a lisp perspective I get the message "Cusp was unable to connect to you lisp instance."

I have restarted as suggested and get the same message.
