Not sure I understand you. If you take a look at group's setting
there's an option of having only new users being moderated. I have no
idea however what's the definition of "new user" on google's groups.
Why don't you like the policy "People can request an invitation to
join"? As there are very few new members it makes perfect sense to me
to have to accept only them and not to have to moderate all posts.
