Theseare important goals for sure, but we see time and again that wins can be vulnerable and, on their own, insufficient. Once achieved, they often face attacks. When political control shifts, wins can be reversed. In addition, wins are only as successful as their implementation. If they are not monitored and implemented effectively, they are just words on paper or empty promises.

While philanthropy generally recognizes that the time required to get to a win can be long-term and that there are other important measures of progress along the way, advocacy strategies designed for the sole purpose of winning can come up short when the goal is long-term change and systems transformation. Wins are incremental steps toward a longer-term goal. No single policy win will solve the deeper complex and systemic problems we currently face as a country.


This point has additional significance for foundations that aim to advance racial equity and justice through their advocacy efforts. If advancing equity through advocacy is the goal, measures of success must include attention to what was won (the win should help address racial disparities and their root causes) and how it was won (communities impacted by the problem should be centered in the work).


The California Endowment supported the Center for Evaluation Innovation and our partner Gigi Barsoum to examine what it takes for advocacy to build power through an evaluation of advocacy efforts that were part of the 10-year Building Healthy Communities initiative.


This report is a companion to the 2020 report produced by the Center for the Study of Social Policy (CSSP), An Ecosystem to Build Power and Advance Health and Racial Equity. The CSSP and CEI evaluation teams collaborated on data collection and shared the same data and conceptual framework.

As of September 27th Armenia was attacked and is at war with Azerbaijan (with the support of Turkey). In these horrid times we want to assure you that we are here to support our Armenian brothers and sisters. Armenia has no incentive for war as the country is highly outnumbered with a population of 3.5 million compared to the two aggressors with a total population of about 92 million. We understand that many may feel overwhelmed by these events. A sense of helplessness and pain may linger as the minutes pass by. We do not support the actions made by Azerbaijan and Turkey. Before Exercise

Prehydrating with beverages, if needed, should be initiated at least several hours before the exercise task to enable fluid absorption and allow urine output to return toward normal levels. Consuming beverages with sodium and/or salted snacks or small meals with beverages can help stimulate thirst and retain needed fluids.


In response to the recent incidents that have occurred in our communities and across the country due to the ongoing issue of racism and police brutality, we want to remind you that we are here for your support. We understand that these events have not been easy to endure. They have been draining, frustrating, and in many ways degrading especially amongst the black community. We want you to know we stand with our communities. We do not support police brutality, racism nor inequality. We realize that the importance of black lives must continually be emphasized. For we should all remember that it is NOT our similarities that make us strong, but our DIFFERENCES. We hope you remain safe. Remember to take care of your mental health, overall well-being, and keep moving.


WAR measures a player's value in all facets of the game by deciphering how many more wins he's worth than a replacement-level player at his same position (e.g., a Minor League replacement or a readily available fill-in free agent).


For example, if a shortstop and a first baseman offer the same overall production (on offense, defense and the basepaths), the shortstop will have a better WAR because his position sees a lower level of production from replacement-level players.


For position players: (The number of runs above average a player is worth in his batting, baserunning and fielding + adjustment for position + adjustment for league + the number of runs provided by a replacement-level player) / runs per win


For pitchers: Different WAR computations use either RA9 or FIP. Those numbers are adjusted for league and ballpark. Then, using league averages, it is determined how many wins a pitcher was worth based on those numbers and his innings pitched total.


Note: fWAR refers to Fangraphs' calculation of WAR. bWAR or rWAR refer to Baseball-Reference's calculation. And WARP refers to Baseball Prospectus' statistic "Wins Above Replacement Player." The calculations differ slightly -- for instance, fWAR uses FIP in determining pitcher WAR, while bWAR uses RA9. But all three stats answer the same question: How valuable is a player in comparison to replacement level?


WAR quantifies each player's value in terms of a specific numbers of wins. And because WAR factors in a positional adjustment, it is well suited for comparing players who man different defensive positions.

Since the founding of the REALTORS Political Action Committee (RPAC) in 1969, REALTORS have notched crucial wins for the real estate industry every year. Check out NAR's top advocacy accomplishments over the past six decades.


NAR, the Mortgage Bankers Association, the National Association of Homebuilders, and the National Apartment Association, filed an amicus brief in support of the Supreme Court's review of two cases challenging a New York rent control law to stop government actions that exacerbate existing housing shortages and affordability problems.


NAR supported recent action by the Administration to update policies on Accessory Dwelling Units (ADUs) as a means to create additional housing inventory and more opportunities for homeowners. The Federal Housing Administration (FHA) will now allow buyers to use actual or potential rental income of an ADU when qualifying for an FHA-insured loan.


This spring, NAR repeatedly voiced concern regarding proposed hikes to upfront fees ("Loan-Level Price Adjustments" or "LLPAs") by the Federal Housing Finance Agency (FHFA). NAR testified before the House Financial Services Committee in May on the impact on borrowers. As a result of NAR's advocacy, the FHFA rescinded a problematic fee on borrowers with a high debt-to-income ratios.


The FHA 203(k) Rehabilitation Mortgage Insurance Program assists homeowners and homebuyers by helping to finance their mortgage to repair, improve, or upgrade their home. In 2024 the FHA announced long sought-after updates to the program which NAR has long been pushing for. These include increasing the maximum cost under the program from $35,000 to $75,000, extending the rehabilitation period for the property to 12 months, and increasing the number of months of financeable mortgage payment reserves.


In an effort to address the historically high mortgage rates, NAR and coalition partners urged the National Economic Council, Department of Treasury, Federal Reserve, and FHFA to take action to reduce the spread between 30-year mortgage rates and 10-year Treasuries (30/10 spread); actions to address the decline in demand for mortgage backed securities (MBS); and to enact other efforts to tame inflation.


NAR joined a coalition of consumer and mortgage finance groups to warn the bank regulators of the adverse impact the proposed Basel III revisions could raise the cost of borrowing in high-cost areas, harm new programs for underserved groups, and weigh on housing supply.


NAR successfully advocated for the introduction of the "More Homes on the Market Act" (H.R. 1321), a bipartisan bill that would incentivize more owners to sell their homes by doubling the maximum amount of capital gains a homeowner can exclude on the sale of a principal residence and annually adjusting it for inflation. This would unlock a significant segment of inventory previously unavailable to prospective buyers.


NAR has been a strong advocate for the "Neighborhood Homes Investment Act" (NHIA) and for the "Affordable Housing Tax Credit Improvement Act" (AHTCIA), both of which are designed to significantly increase the number of homes available for lower- and middle-income families. The NHIA would attract private investment for building and renovating as many as 500,000 owner-occupied homes through tax credits. The AHTCIA would improve the Low-Income Housing Tax Credit Program to allow for the creation of over 2 million additional affordable homes over the next 10 years.
