NOTE:  “On April 21, Virginia voters will face a ballot initiative that would allow their General Assembly ‘to temporarily adopt new congressional districts to restore fairness in the upcoming elections.’ As in California, the proposal would expire after the new census in 2030, but in the meantime it would add up to four Democrats to Virginia’s Congressional delegation.”
