When adding an American phone number to a graphic using the text tool, the formatting changes the order of the numbers after a hyphen is typed in. For instance, if you type 1-800-521-3090 the number will reformat to 3090-521-800-1. I have had to retrain my brain to type the number in reverse as a workaround. This started about three updates back (an inaccurate observation). Do I need to set something in preferences to correct this? In creating websites, it's nice to be able to add a phone number to the header graphic without having to use profanity.
The number of frames should change if the video duration is the same. Frame Rate A times duration will not be the same as Frame Rate B times duration. The durations should be the same the frames rate should not be the same. If the number of Frame remains the same the Duration should change. It looks like you are seeing the duration is changing when you make the change. You are seeing (Same number of Frames)/(different Frame rate) = (Different Duration) the video duration time is changing.
When I change the frame rate on my widows system I see the rate change timeline scaling change but the duration remains the same. So try resettunf tools abd your user ID preferences, The duration should not change the rate and numbers of frames should.

From what I got from your answer, you are true: I would expect the "frame rate" to be equal to the rate a frame is getting replaced by the next frame. I wouldn't expect the rate to have influence on the number of frames. From my perspective these are two distinct parameters.
If the number of frames was a constant that would be the case the duration would change. However if Photoshop keeps the duration the same Photoshop would render more or less frames the video frame rate.
If you have an hour movie and to want cut down the amount of data over the network you lower the frame rate like to 15FPS. If you sent all the flames your hour 30FPS video has the movie would take 2hours to play and you did not cut done on the amount of data transmitted you just did it slower. What the video encoder dose is generate half the numbers of frame you have for your 30FBS Video for the 15FPS video. The movie is played at a rate of 15FPS. It play in an hour.
My rotating red rectangle is a smart object layer. It has no frames But on at time I created a key frame at 0 Second at second 1 I created a key frames where I have rotated the rectangle 90 degrees at time 2 second an other key frame and an additional 90 degree rotation at t 3 seconds the same and again at the time 4second an other 90 degrees 360 degrees in total. I created 4 frames. Photoshop generates the frames between the four I created for the frame rate I set. The rate will effect the number of frames generated by Photoshop. O low rate a ruff jumpy rotation rectangle, a high rate a smooth rotating rectangle.
The reason for this is to start to ascertain at what point photoshop starts to choke. If I have photoshop use 90 of available memory it quickly hogs up 11GB slowing down my box for other purposes and if I leave it at 50% (7GB) there is a pause when I duplicate even the smallest layer (say a checkmark that goes into a checkbox).
Just a thought: If you're on a Mac, the Finder's file info (cmd-i) might be helpful, as it lists all names of the layers without even opening the file . You could copy this into a text editor with line numbering and replace all commas with linefeeds. The line numbering would reveal the number of layers (I havn't tested what happens with commas in layer names).

Until now I've just been putting up with it, but when I was confronted with a large stack of layers that I would have had to rename I decided to take off the gloves. To save you from this issue I decided to put the technique into this article. At the time of writing I'm doing this for Adobe Photoshop CC 2021 but I envisage this would work for future and past versions as well.
Now that you've altered the script Photoshop CC 2021 should now be able to export your layers to files and not rename them with a string of numbers. So first of all make sure that all your layers are named how you want them to be saved. Double-click on the layer name in the layers palette and type in the filename you want, then click enter.
Your printer should be able to handle this for you, if not, just take your design into InDesign, setup auto page numbering on the Page Master and export out as a press ready PDF file to give to your printer.
Give the printers a single file with a blank area left for ticket numbering. The printer will more than likley print the tickets to your ink specifications, and overprint the numbering if using lytho or similar printing. You will not need to set-up the numbering in this case.
So there you have it. The license plate is now blurred in a way that people are unable to tell the numbers and letters. You can use any of the other blur effects, but my personal favorite is the motion blur.
