Parliament of Victoria: Inquiry into the recruitment methods and impacts of cults and organized fringe groups

Here is a summary of the Parliament of Victoria’s inquiry into cults and organized fringe groups:

The Parliament of Victoria’s Legislative Assembly Legal and Social Issues Committee is currently conducting a comprehensive inquiry into the recruitment methods and impacts of cults and organized fringe groups. The core goal of the inquiry is to protect individuals from harm by examining the tactics these high-control groups use to manipulate, recruit, and exert control over their members.

A central premise of the inquiry is defining cults and fringe groups by their harmful behaviors rather than their ideologies or spiritual beliefs. The Committee is specifically investigating patterns of coercive control. This includes tactics like isolating individuals from their friends and family, suppressing individuality, using fear or guilt to demand total obedience, and perpetuating financial, psychological, physical, or sexual abuse. The inquiry seeks to determine whether Victoria’s current legal frameworks are strong enough to address these manipulative practices and protect vulnerable people.

To gather evidence, the Committee has utilized a multi-faceted approach. An anonymous public questionnaire yielded 317 responses, allowing individuals with lived experiences to share insights into the recruitment tactics and ongoing trauma associated with coercive groups. In addition to the questionnaire, the inquiry has accepted formal submissions and held numerous public hearings featuring testimonies from survivors, advocacy organizations, university experts, and international cult awareness groups.

The inquiry carefully distinguishes harmful high-control groups from unfamiliar but benign minor religions, ensuring the focus remains squarely on behavioral abuses and stopping potential harm. The Committee is currently compiling its findings and intends to present its final report and recommendations to the Parliament by September 30, 2026, aiming to propose solutions to better support victims and regulate coercive fringe groups.

The Guardian: Victorian cults inquiry accidentally shares email address of anonymous survivors with group members

Committee apologizes for not concealing email addresses when alerting witnesses to final report

The Victorian parliamentary committee investigating high-control groups inadvertently exposed the email addresses of anonymous survivors and whistleblowers by cc'ing them, rather than bcc'ing them, when distributing its final report.

The report, which outlined 39 recommendations including the criminalization of group-based coercion, was emailed to hundreds of recipients. Tragically, the recipient list included both the anonymous victims who had submitted testimonies and the members of the very groups accused of perpetrating the abuse.

The committee issued an apology 42 minutes later, attributing the exposure to an "administrative technical error" and asking recipients to delete the email. However, survivor advocates, such as Karen Alsop, who testified about the Casey City church, described the mistake as "the worst thing that parliament could have done to the survivors." Alsop noted that victims are now shocked and scared, as their identities have been directly provided to the high-control groups they spoke out against, severely undermining trust in the government's ability to protect whistleblowers.

The report itself advocated for "belief-neutral" legislation focused on coercive control behaviors rather than creating a legal definition for cults, a move strongly supported by survivor advocacy groups prior to the privacy breach.

GSR: These Catholic sisters want to start a new order with a difficult mission: Helping clergy abuse
Sisters Theresa Aletheia and Danielle Lussier are on a mission to establish a new Catholic religious order, the "Sisters of the Little Way of Beauty, Truth and Goodness," dedicated entirely to supporting survivors of church-related abuse. Operating near Lexington, Kentucky, with the blessing of Bishop John Stowe, the two nuns offer a safe, empathetic space for individuals who have endured sexual, emotional, spiritual, or financial abuse by clergy and church leaders.

Their daunting mission is deeply rooted in personal experience. In 2022, both women left their former congregation, the Daughters of St. Paul, after their spiritual director was accused of sexual assault and suspected of grooming them. Realizing the profound need for healing within the Catholic Church, they felt called to minister to others harmed by religious leaders.

Currently recognized as a "private association of the faithful"—the first step toward becoming a full-fledged religious order—the sisters connect with survivors nationwide, primarily through online meetings. Survivors credit the sisters’ unique position as both nuns and fellow survivors for providing non-threatening, restorative listening. Despite the lengthy and complex Vatican approval process for new orders, Aletheia and Lussier remain committed to their cause, believing that healing the marginalized is essential for the church's ultimate renewal.
