Anyone know where I can get an extensive list of loyalties and
passions for my Wild Talents game?
Or perhaps a Passions supplement in the works?
I guess it doesn't have to be ORE specific.
I don't have any players, yet, for one of my games, but I'd like to be
ready with options when the players start rolling in and asking
questions.

As I understand it, Passions and Loyalties aren't really a predetermined
part of the game rules as much as they are specified by the players as
they create a character to ground aspects of the character's personality
and backstory in the rules. Feel free to make them up as you go along.

Right. It's basically, "What do you want your character to thrive on?" They can be pretty much anything the player wants. Just about every one of the characters we've done so far has different loyalties and passions that are particular to them.

You know, as much as I love freeform element in games, some people just need a list to get a grip on what's expected. Of course, I'm basing my argument on all those books and databases of character names available.

So here goes:

Sample Loyalties:
I am loyal to my family.
I am loyal to my team or selected team mates.
I am loyal to people who side by my cause
I am loyal to the resistance

Sample Passions:
I fight for the downtrodden
I despise violence and intimidation
I want to end the criminal career of Don Guiseppi Megatonnage.
I need money for my HQ of Horror

Thank you, Chris Cooper. You really hit it dead on. I deal with a wide
variety of players, and I run into players that have difficulty with
freeform elements. I recall one player told me that it was too
overwhelming because there were too many options. He needed a list,
and so do others. When players have had difficulty, I've created short
lists of example elements for players as guides, and more often than
not, I've had those players just pick from the list I created instead
of making their own. (Perhaps, also, the countless books for classes
and feats are examples of how much players need their lists.)

Just telling a player that it can be anything they want leaves some
players with that arbitrary-bad-experience, like they just made
something up that had no meaning. That kind of player can be hard to
understand and bring around, but there are a lot of them out there.
I'd like to be ready for them and not just blow them off.

Thanks for your help, ya'll.

I had a player, who learnt gaming the old school way. She first played Necromunda before moving into Vampire: the Masquerade - before all these new fangled personality systems came about. She was lost with REIGN's and Unknown Armies' Passions, Obessions, Duties and other such things. In the interests of speed I just created them for her and said she could chamge them in play as she needed.
