wire 0.9.3 released (compatibility with when 2.0.x)

For those using wire 0.9 and wanting to upgrade to when 2.0.0, you can now update to wire 0.9.3.  The only change from 0.9.2 is compatibility with when 2.0.x.  It's still backward compatible all the way back to when 1.5.0, so it's a safe update even if you're using an older when.  Here's the very short changelog :)
