yes.
democracy is much more than the election / decision-making process.
without the rule of law and the protection of human rights by the law / constitution, the "majority rule" principle is far from touching the core of democracy.
and, something important to note:
democracy does not guarantee a good result (in terms of making policies or decisions that could benefit the whole);
however, it prevents the worst result, which usually means to prevent that the ruler has unlimited / unconstrained political power over everything else.
“多數人的暴政”, 暴政 means infringing the basic human rights, including but not limited to the freedom of expression, of the minority.
