Ladies and Gentlemen,

This is a request from a despaired Chinese anti-Communist for freedom
and democracy in China. Please pay sufficient attention to this call !

Over the last 50 years the western societies did nothing to safeguard
the Chinese people from being oppressed by the Chinese government and
the communist regime - the cruelest and most dangerous in the world.

The so-called open-door-policy is just a trick of the communists to
attract the western money and technologies to help the Chinese
officials become rich and with enough power to again oppress the
people. Most of the wealth and income generated over the period of
"reform" are gone to the government, its corrupted officials and a few
rich people who have very close ties with " corrupted communist
officials ".

* Note: corruption is a part of communist system and they are one.

The people, and to large extent, the farmers, the workers and
employees are still living in poverty, extreme poverty.

Chinese Communists' Violations of Human Rights

There are numerous articles about the poverty and oppression towards
farmers and workers. I am sure you can find them elsewhere. I am not
an observer of Chinese politics. The exact picture of Chinese ordinary
people are more terrible. My parents, elder brother and sister are one
of such examples, and by far not the worst - they live in what is one
of the China's richest regions - Zhejiang province. And they now are
living under poverty line.

Recently, the communists ruled that every website must be registered
by the authorities, whether they are commercial or just for fun. Is
this rule incredible enough ? No country in the world has such rule.

And the communists allow no one in the Internet to build his/her own
BBS, Chat room, and any other forms of information exchanges.

News and public events are also not allowed to be published except the
communist controlled media and websites. In China, no one except the
communists are allowed to set up, own, participate or share a company
within the news media industry. This area is completely controlled by
the communists.

And Chinese people have no rights to express their own ideas of
politics, they are not allowed to demonstrate, gather and protest
against the government. No one represent them - the "congress" is only
a shadow/stamp of the communists, and they are nominated by the
government and not the election through people.

Chinese people are even not able to move freely across the country. If
your "Houkou" (a piece of paper declaring your place of birth) is not
in Beijing for example, you're having troubles in everyday life. You
will be difficult to find job, buy house, your kids will have troubles
finding schools - every step in your life will encounter difficulties.

My troubles with the communist sytems

My own story is a miserable one because of this policy. I am a legal
resident of Guangzhou, in the south of China. 11 years ago I left
Guangzhou and took jobs in several other cities around the country -
Siemens, TUV Rheinland, ALSTOM, and BABCOCK, all well-known western
multinationals. But because of the "Houkou" problems I am unable to
settle down in any of these cities - Shanghai, Beijing, Shenzhen.

Earlier in 1999 I went back from Beijing to Shanghai to start my own
business, and because my legal residence (Houkou) is still in
Guangzhou, and because the registration authorities require that I get
some of the certificates from Guangzhou (such as certificate of
jobless, certificate of permission of working outside Guangzhou,
certificate of marriage, certificate of non-criminal etc). Because of
the time, cost and uncertainty involved in handling all the
application for those certificates, I was unable to set up my own
business in the area of Internet technologies and other services.
Instead I have to work as SOHO and as result I was unable to get
enough contract. A large contract was missed due to this too. On other
hand, because my age is above the 35-year-limit, even I am a master of
engineering, and even if I can manipulate several languages and have
working experiences in several famous multinationals, I was not
allowed to transfer my legal residence from Guangzhou to Shanghai.

In the meantime, the western companies seem also not to help me. With
my background, I was also not successful in applying for a proper job
in multinational companies here in China, Shanghai. It seems to me the
world has gone to an end.

In order to change my life, I was obliged to move to Hangzhou, capital
of Zhejiang province, a much smaller city, a place where private
economy is booming, and a place I think where're there's more freedom.
Just opposite. The communists are there, and the provincial taste
smells even worse than the metropolis of Shanghai. Here I have exactly
the same problems as in Shanghai. What's worse, you can find no hope
at all - no existence of multinational companies. Except doing my own
there is no other way out. I am now here for an year, and no job, no
business, no hope.

About my involvement in the 1989 student movement

I was the leader of the propaganda division of the postgraduate
student club of Tongji Univeysity at the time of 1989 student
movement. This club was organized to promote democratic ideas among
working class at the time of student movement. We went onto streets,
factories and yards, and explain why we are poor, and how we hsall
act.

After the massacre,unlike some of my colleagues, I remained in China
to see changes to the political systems. But htere was no change. And
I could enjoy western civilization like many of my friends in the US
and other countries.

What's worse, I was once tortured by secret police in Shenzhen, only
because I had a girlfriend in Taiwan, and we had frequent
communications. And the police went to the high school and Tongji
University, probably all places where I wroked to investigate my
cases, and found no trace of anti-government activities.Time was
around 1991-1993, and my parent were very much worried about my
security and safety.

And now, I am sure they are continuing monitoring my activities, and I
feel no safety living in China. All my correspondances per post from
outside China is checked and opened by the authorities, no privacy can
be guaranteed. I am living in fear and worry.

Recent development of China's political scenario

It is a tragedies of my life to live in China as a Chinese (foreigners
don't have the same problems, the communists welcome your Dollars), a
country without freedom and democracy. Because of the "Houkou"
problem, I cannot start my own business. And I have never a chance to
express my ideas, concerns, and worries. I have no political rights. I
am not sure what's the meaning to my life, and where is the hope and
future.

The political landscape is becoming darker and darker. Recently the
communists issued orders to crackdown the so-called "small newspaper"
which publish things they don't like. China enters another era of
darkness, even worse than the Mao time.No body inside China dares to
protest against the communists, no body dares to organize an
opposition party, and the whole population is silent, and that's the
time the western countries shall help us.

Intervention by international communities

When the internal problems cannot be solved by the parties involved, a
third party shall come to intervene to judge, and solve the problems.
The communists are strong with fearful military machines and the
people are weak and poor, and most of them don't have the awareness of
human rights.

I would predict some time or later there will be a turmoil, rebellion
in China, and endless civil wars. But if the western world can
intervene in Chinese affairs earlier and force the communists to give
up its totalitarism by all means - economic, political, military ... -
there's still chance to save Chinese people from being killed and
ruined, and the civilization of mankind. If there is a civil war in
China, the war can be spread to the whole world, and probable the
western civilization will also be destroyed by the communist control.

But unfortunately, the western countries never tried to sincerely help
the Chinese people to get out of the communist abuse, an "Exodus" from
the totalitarism. My impression is that the western countries don't
want China to become a true democratic and free country, because such
a country will become rich and power and the western will loose their
interest. They prefer a regime like the communists to ensure the
interests of the western capitalism, because a corrupted communism
needs more help from western cash. The history told us, that no
western countries really hope China becomes a free and democratic
society, no one in the west really helped China to become such a
society and everyone in the west hopes China remains poor in order to
maintain the western privileges.

Nevertheless I hope you to change your policies and cooperate with
people not the authorities. As far as China is not part of the
civilization world, there is great risk of conflicts and even war. And
the Chinese military has terrible nuclear weapons.

I have studied some of the reports on human rights in China and I
found no body mentioned the issue of "freedom of move". This is one of
the basic human rights and this is ignored by the western observers.
Without these rights, Chinese people are confined to place where they
are born. This policy is used by the Chinese police to control its
people. If they know exactly who is where then it's easy to track any
abnormal movement which may endanger the communist system.

Conclusion

To conclude, China is not a modern civilization country, things are
completely in a big mess, and I would compare it with NorthKorea, Cuba
and some of the poorest African countries. Don't look only at
Shanghai, Beijing, Guangdong and some of the prosperous places (or at
least from their appearances) in China. They are not representative.
The majorities are still very poor and they have no hope whatsoever in
the foreseeable future. Even in those cities with skyscrapers and
highways, most of the citizens are fighting for daily life. Only those
corrupted communists and a small part of rich with close ties with
communists officials are enjoying western style life - and even
better.

To us, ordinary Chinese men and women, children and the elderly, the
weak and powerless without freedom and democracy, we are slaves - yes,
we're slaves of the Chinese communists. Our life is no better than a
dog running on the street. We, miserable Chinese farmers, workers,
students, scholars, engineers .... Pity on us !

Because of the probability of being tapped by the authorities of all
communications, please be kind enough to forward my request to other
international or/and regional human rights organizations and
democratic governments. Our communications over Internet is checked
and blocked by the communists, for example, we are unable to visit
websites like www.hrw.org, www.hrichina.org and many other
"suspicious" sites.

More indepth information

What I am depicting here is only a small reality of China's human
rights facts, and no one, no writers, no novelists are able to tell
the outside world our sorrows, pains and despairs. Things here are
upside down - what's correct in your country, is wrong here; the
communists have absolute power, on contrast, the people are "sans
pouvoir absolut". What can we do ? I have quietly been waiting for
more than a decade, only to waste my precious time and talent, seeing
no sign of any political change - which I think is the only way to
maintain a healthy and stable economic booming. The current economic
"prosperity" is achieved by paying huge social and moral cost which
will be paid back some time later. And the communists are reluctant to
change themselves, in a fear to loose control and their power. Whoelse
can speed up the humanitarian process in China ? China is a member of
the UN, and freedom, democracy are the essence of the UN Charter and
the UN and its member are responsible for executing the Charter. We
have had democratic movement but only with failure, and the activists
are disappearing into research institutes in Harvard or Cambridge.
What about us who stay in China ? And the poor farmers and workers ?
It's time to mobilize and do something for the sake of mankind.
