HydroExcel 1.1.6 released

Dear All:

A new version of HydroExcel has been released which enables it to
populate State and County for sites returned in WaterML 1.1.
Previously, it wasn’t parsing this information correctly, and so State
and County for site locations were left blank in the spreadsheet.
