Report on Parks and Recreation Department (PARD) Meeting

Last night Sue Sweeney, Joe Gallio, and I attended a meeting held at
the Parks and Recreation Department main building regarding the rental
scale for Hancock Recreation Center.

The issue of rents came up because they recently had an audit and got
trashed on their report because ironically some of the groups were
collecting donations and giving that to Hancock Center directly in
lieu of rent. It turns out this is illegal! So they came up with this
new pay structure which everyone has to comply with, but which they
hope makes it still easy for small groups to use the facility and
remain within legal constraints put upon City facilities.

The fee structure varies depending on whether or not your function is
open to the public and/or during or after hours of operation.
Currently the hours of operation are:
9am to 10pm Monday through Friday
9am to noon Saturday.
This will probably change by June, but how it will change is not know
yet.

Pertinent to us:
1) We do not currently qualify to use the facility free as we are not
a non-profit organization. Perhaps we can look into this again, but I
urge caution here as we do not want to get into the position where we
are required to file various annual reports for which no one wants the
responsibility.

2) Also to use the facility, no exchange of money can happen inside
the building for any reason. (i.e. dues or raffle.)

3) Each person will pay an entrance fee of $2 at the door to join the
carving. Anyone who is visiting or not an active participant (such as
spouses, children, or lookie-loos) does not have to pay.

Thanks Gail for the time and effort you and the rest of the club have
donated to the club I would like to help but because the hearing problem I
would be useless

HI,

My name is Benson Crowell and I will be a new comer to the group. I think
that you can still call yourself a non profit even though you are not a non
profit corporation. I believe AA is a non profit and they go to great
lengths not to have officers or a structure that would make them qualified
as a non profit group by the government and yet they are still treated as a
non profit organization because they don't collect money, their meetings are
open to the public, and nobody gets paid a cent. Based on that we should be
able to make a case to the city to use the space for free as a non profit.

Looking forward to meeting everyone at the next meeting.
