New CK release

Thanks to the community feedback, the new Collective Knowledge framework
has a few fixes for the integrated web server and for the the pip
installation from Anaconda python on MacOS and Linux (Windows is working
fine): https://github.com/ctuning/ck/releases/tag/V1.9.8 .
