Greetings CTPA Transfer Champions,

From the NC Community College System and UNC System—Happy National Transfer Student Week! As we celebrate the achievements of thousands of North Carolina’s transfer students and the dedication of transfer professionals across our colleges and universities, we’re excited to announce the release of the revised Comprehensive Articulation Agreement (CAA).

Following more than a year of review by the Transfer Advisory Committee (TAC), the 2025 CAA has been approved by the UNC Board of Governors and the State Board of Community Colleges. This is the most significant update to the agreement in a decade, focused on increasing clarity and simplicity to better help students and families understand the agreement and its protections. The revised CAA will take effect in Spring 2026.

Key updates to the CAA include:

  • Clearly defined student protections such as the General Education Waiver, acceptance of CAA coursework with grades of C- or higher, and the Transfer Assured Admissions Policy.
  • New details on the creation and use of Transfer Guides, formally known as Baccalaureate Degree Plans.
  • A new online Transfer Student and Credit Appeals Portal for students to submit appeals.
  • Expansion of CAA compliance reviews to include both UNC institutions and community colleges to ensure all participants are upholding the pillars of this important agreement.
  • An emphasis on the value of the ACA 122: Transfer and Career Success course, and the benefits it affords to community college students when completed in their first semester.

TAC has worked diligently on these improvements to strengthen transfer pathways across the state, and we are excited for the students who will inevitable have more streamlined transfer experiences as a result of this work. We also know change can raise questions, and TAC will share additional guidance and resources in the very near future- stay tuned! In the meantime, please contact your System Office with any urgent questions, or submit general inquiries regarding the 2025 CAA revisions via the CAA Q&A Form. TAC will review submissions at its early November meeting to help guide upcoming support for stakeholders and communication surrounding the revised CAA.

Happy National Transfer Student Week!
