Department of Transportation Engineer pays $3,000 to Office of State Ethics for ‘Use of Position’ Violation

 

 

 

Hartford –Department of Transportation (DOT) employee David Tassavor, of Rocky Hill, Connecticut agreed to pay a $3,000 penalty to the Office of State Ethics for seeking employment for his son with DOT contractors. 

 

Section 1-84 (c) of the Code of Ethics states in pertinent part:  No public official or state employee . . . shall use public office or position . . . to obtain financial gain for himself, his spouse, [or his] child. . .

 

Tassavor, a Transportation Engineer at the Department of Transportation, was responsible for reviewing and/or approving the work of state consultants and contractors who perform bridge repairs and inspections on behalf of the state. 

 

In 2014, Tassavor approached several of the state’s bridge contractors, at least one of whose work was subject to Tassavor’s review and/or approval and attempted to solicit a job for his son. 

 

Tassavor admitted to the conduct, and admitted that the conduct violated the Code of Ethics.

 

“State employees with oversight of consultants and contractors, need to strictly adhere to this provision to preserve the integrity of Connecticut’s contracting laws,” said Carol Carson, Executive Director of the Office of State Ethics.  “They may not use their positions of authority to benefit themselves or family members.”
