REMINDER: Courtney Visits UCFS in Norwich, United Services in Mansfield, to Discuss New Federal Funding to Bolster Public Health

 

NORWICH, CT – At 2:00pm ET, Congressman Joe Courtney (CT-02) will visit United Community and Family Health Services (UCFS) in Norwich to discuss newly awarded federal American Rescue Plan funding that will support construction, renovation, and other capital improvements to enhance local health care infrastructure. UCFS will receive a federal grant award of $719,767 through the U.S. Department of Health and Human Services’ Health Center Construction and Capital Improvements program—a program authorized specifically by the American Rescue Plan Act (H.R. 1319).

 

UCFS plans to use the new American Rescue Plan funding to expand their services, and create a new, 2,500 sq. ft. health center that will offer integrated, preventative care and treatment to new and existing clients. The center will also house public health services like COVID-19 testing and vaccination clinics.

 

Rep. Courtney voted to pass the American Rescue Plan Act in March, and helped announce the new support to UCFS last week. Today, he’ll meet with UCFS President and CEO Jennifer Granger, Pam Kinder (Vice President of Business Development), and Cara Westcott (Chief Operating Officer) for a tour of operations, and to discuss plans for the new American Rescue Plan health care infrastructure grant funding.

Next Up: A Visit to United Services in Mansfield

 

At 3:30pm, Rep. Courtney will be in Mansfield for a visit to United Services, Inc., a non-profit Community Behavioral Health Center serving 21 towns in northeast Connecticut. Last week, Courtney helped announce a federal grant award totaling $3 million to United Services. This funding was authorized through H.R. 133, a COVID-19 relief bill Courtney helped pass in December 2020, and will support local crisis response, engagement, and stabilization efforts operated by United Services.

 

United Services has seen drastic increases across its programs as a result of the COVID-19 pandemic. The agency’s Crisis Response Services program, which responds to individuals experiencing a mental health crisis, has seen the largest increases. In the last two years, the number of clients seen by the crisis program has increased by 122% and the number of services delivered has increased by 534%.

 

Last week, Courtney announced that United Services will receive new federal grant funding through the HHS Substance Abuse and Mental Health Services Administration (SAMHSA) to support Project CREST: Community Response, Engagement and Stabilization Team. The purpose of the program is to enable community mental health centers to restore the delivery of clinical services that were impacted by the COVID-19 pandemic. The program will provide mobile crisis intervention services for up to 45 days following a mental health crisis, and will be staffed with clinicians, peer recovery specialists, case managers, and psychiatric APRNs.

 

Tomorrow, Courtney will meet with Diane Manning (President and CEO, United Services), Medical Director Dr. Sarah De Asis, Clinical Services Division Director Melissa Demma, and others from the United Services team—as well as local law enforcement representatives—to discuss the new federal grant award, and how it will help United Services continue to serve eastern Connecticut.
