[CT Birds] Accounts disabling

Please excuse this tech stuff, especially during Spring migration!

I worked with the CT Birds server vendor and we have once again re-enabled the accounts that were disabled. I also changed some configuration settings to hopefully help.

The accounts should stay active now. Fingers crossed...!!
