Can't open CTAT for HTML and FLASH on my computer

This week I tryed to open CTAT for HTML and FLASH on my computer and didn't work.

I have downloaded the 4_4_0 CTAT version and also updated the java to version 1.8.0_301.

Can anyone help me to figure out how to fix it?
