Is CSX simply going to install a thinner tunnel ceiling, or are they
also widening the tunnel?

If so, in which direction[s] will it be widened?

Has any thought been given to shifting the tunnel closer to the SE
Freeway I-695 to allow a new highway tunnel along the railroad
tunnel's southern side?

This would allow lowering the grade of the eastbound/southbound
approach to the new 11th Street Bridge.

What a shame that the authorities do not even try to coordinate these
projects for a better result!

Doug,

The CSX proposal will take the roof off for several years while they add a temporary track, a permanent second track, and partially lower the tunnel floor. The current DC Comprehensive Plan explicitly states that a tunnel expansion should only be done in conjunction with burying the freeway along the same alignment.
