-rsep and invalid CSV output?

I am considering to use with csvfix.cfg
defaults -rsep ';'

but I have read in the help file about -rsep separator:
"Note that this may make it possible to produce invalid CSV output."

Is there something wong with using rsep ';' or does this only apply
to other separators? Thank you.
