Minutes of General Body Meeting-cum-Election of CSO Co-operative
Housing Society ltd. Held on 17/09/2007 at Conference Hall, Project
Bhawan, Dhurwa, Ranchi

As decided in the executive meeting held on 12/07/07, the General
Body Meeting-cum-Election was to be held on 29/08/07 but due to
unavoidable reasons, the date was extended to 10th September 2007.
Subsequently it was decided to be held on 17/09/07.
The meeting was convened at Conference hall on 17.09.07 at 1700
hours. As quorum was not completed, the meeting was adjourned for
five minutes and again started under the chairmanship of Shri Ram
Sewak Sharma, IAS, President of the Society.

The Secretary, Sh. D.K. Pandey, IPS, welcomed all the members to
General Body Meeting and presented the agenda points for
discussions. Following points were discussed during the course of
meeting and decisions taken thereof is as under:

1. Retification of audit report: The audit of accounts of the
Society for the period 2005-06 & 2006-07 have been carried out by a
group of Chartered Accountants, namely, Sushil Kumar Sharma & Co.
a registered institution with the Co- Operative Deptt. Jharkhand.
The detailed Audit report was placed on the table for the members.

As per audit report the following liabilities were shown which
will now be regularized to clear the pending bills:

i) On account of conveyance/postal charges/ Telephone
Charges during 2005-06 7,089.00
ii) -do 2006-07 9,686.00
iii) Audit fee for the year 2005-06 4,635.00
iv) Audit fee for the year 2006-07 10,132.00
Total:- 26,907.00

2. Election: As per election schedule below, the election was to be
conducted and interested members of the society were requested
to file their nomination before 20.08.07.

1. Filing of nomination ::20/08/07
2. Scrutiny of nomination paper::22/08/07
3. Withdrawal of nomination ::24/08/07
4. Election ::29/08/07(later extended to 17/9/07)

Only following members have filed their nomination within
stipulated time.

04. Shri Aditya Swaroop, IAS
05. Shri D.K. Tiwari, IAS
06. Shri D.K. Pandey, IPS
07. Shri Rezi Dungdung, IPS
08. Smt. Nirmal Amitabh Choudhary, IPS
09. Shri Chandrika Prasad Kiran, IPS
10. Shri Prakash Chandra Mishra, IFS
11. Shri Dinesh Kumar, IFS

Since the posts of executive member is only 11 and only 11 members
have filed their nomination for the posts. Shri A.K. Pandey, IAS,
Election officer of the Society, therefore, declared the result "All
the mebers elected unanimously"

3. Election of President/Secretary/Treasurer: Amongst the elected
executive members, Shri R.S. Sharma have been elected as
President, Shri D.K. Pandey as Secretary and Shri P.C. Mishra as
Treasurer of the Society.

4. Amendment in Bye-Laws: Clause 8(1) of Bye-laws has been amended
to the following extent :
OR
"The officers of All India Services serving in Jharkhand for a
continuous period of two years or more will be eligible for
membership". The matter for amendment will be taken up with the Co-
operative department.

5. Membership: As per rule, membership to the successors (nominees)
of demised officers will be awarded after obtaining undertakings/
declaration afresh. So far the new membership will be given after
amendment takes place.

6. Plantation: Since the rainy seaon likely to end and it will be very
difficult to save new plants without water. However, plantation work
may be assigned to any reputed agency. The matter is to be decided
later as and when the development of site will be started.

7. Allotment of plots: Five residual plots i.e plot No. 36, 134, 166,
227 and 230 are still lying vacant. The members were requested to
apply for exchange their plots, if they desire so, out of above five
plots. In the meeting once again it is reiterated that they can apply
now also on or before 30/09/07.

8. Laying of Road: The work of development of roads will be taken up
in due course as and when the development of area is started.

9. Boundary wall/fencing: The matter will be taken in due course.

10. Cration of water sources: The matter will be taken in due course.

11. Provision of Security: Two chowkidars namely, Sachindra Kumar &
Manoj Kumar (Ex-Army) were kept on contract, after due approval of
management, from Jan. 2007 @ 1,000/- per month for the security of
the Society's site. This has been approved.

12. Honorarium to Accountant: Shri S.D. Pradhan is working as
accountant of the Society since the inception of the Society and
presently he is getting Rs.2,500/- per month since Augst 2004 when an
increment of Rs.500/- was given. General body has approved the
enhancement of salary to Shri S.D. Pradhan to Rs.3000/- per month.

13.Development Charges: A sum of Rs.10,000/- as initial development
charges was sought from each member in April 2006 but 50 members have
still not paid. In this regard this is presumed that they might have
not received information and decided to give them one month time to
deposite the same by serving notice. After one month they will be
liable to charge penal interest @ 18% from April 2006 p.a.

The meeting concluded with vote of thanks by the President.

Dear Sir,
The amendment which has been made regarding membership, should be made applicable on all those who served in Jharkhand for two years or more after registration of the Society. I think this should be made part of it to make it more clear.
