GNL 1 Public to Private Limited Conversion

i tried to file GNL-1 for conversion of Public to Private Limited Company . However it is showing a fee of Rs 20,000 for filing the form. Is it important to file this form for conversion or i can file RD-1, INC -28 only . Please guide
