One person Company and Small Company – By CS or Director 
—Listed Companies  and Other Companies having Paid up 10 Cr or More or having turnover 50 Cr or more – by Director and CS (MGT 7) and Certified by PCS (MGT 8)
—Other than above Companies  - By Director and CS – if no CS then PCS

assuming your company paid up capital is more than 50 lakhs but below 1 crore as you said,  your case falls under other companies category, MGT 7 needs signature of Director and CS and if No CS then by PCS.

other views are welcome.

Certification from a professional is mandatory only for those companies with a paid up capital of more than ₹ 50 lakhs or with a turnover of more ty han ₹ 2 crs in a financial year.

If it is within the above mentioned threshold limit, then the same will be determined as a "Small Company" u/s 2(85) of the Companies Act 2013, & certification will not be mandatory for such companies

Thanks for your prompt reply but last time I had faced the situation where a private limited company was a small company but The MGT-7 asked for DSC of PCS. Without affixing the DSC the form was not prescrutinized.
That's why I am asking this.
Now this time again there is a Subsidiary of a foreign Company with paid up share capital of Rs. 6 lakh and  a turnover of Rs. 1.45 lakh. it is again asking for dsc of Professional.

try uploading AOC - 4 first. They next day try prefill again in MGT - 7 then it will not ask for PCS Signature

Signing of MGT 7 by a company secretary or CS in practice is mandatory for a private ltd company having paid up capital is 50 Lakhs or more OR turn over 2 crore or More ( Small company exempted-Please see small company definition).

turnover Rs. 145000
