Is MGT-9 required?? after Notification

Dear Members,

Is attaching MGT-9 with Board Report still required? 
few are of the opinion that after sec 36(Amendment act 2017) notified on 31st July 2018, there is no need to attach MGT-9.
But nothing as such is mentioned in the act itself..

Kindly clarify, do we need to attached MGT-9 or Not.

No It is not necessary. You can give the web link if your company has a website.

But if your company does not have a website then you have to perforce enclose it. 

Also to check compliance, if the company has a website, that the particulars have been uploaded on the website.

Amendment in regulation clearly says that there is no need to attach the extracts of annual return in the Directors Report .

I want a clarification regarding attachment of  MGT 9 with Directors Report. As, according to my point of view, the amendment is not yet notified, therefore we have to attach MGT 9 till the date of notification come into force..

 Please clarify.
