While filing forms AOC-4 and MGT-7 with delayed date of AGM (after due date), the late fees for MGT-7 is coming higher than the fees of AOC-4, any reason?

Late fee on MGT-7 is calculated after the expiry of 60 days from the due date of holding of AGM and in AOC-4 it is calculated after the expiry of 30 from the date on which AGM was actually held.
