What is the meaning of commencement of commercial production

What is the meaning of term "Commencement of commercial production" in relation to new factory which is being set up from the point of view of charging depreciation. 

What can be a evidence for starting of commercial production.

Normally it is the date of the 1st commercial invoice which is raised.
