Ratio of NOF to Deposits_Nidhi Company

Dear Members,

Nidhi Rules says Ratio of NOF to Deposits should not be more than 1:20

If a nidhi company has not accepted Deposits and has NOF 10 lacs then how will this ratio be calculated

as E Form NDH 3 is not accepting 1:0 as ratio

Pls give your inputs
