In the case of Overseas Citizen of India what documents to be taken, because there are many cases like that. They are foreign nationals/ citizens but holding OCI card. Most of them are residents in India full time and have aadhar, pan, and local address proof and their bank a/c is also a resident bank a/c not a NRE or NRO. They don't have a foreign address and foreign mobile no. If we write their status as not citizen of India in the form DIR-3-KYC then we have to give foreign address and foreign mobile no. which they don't have. We can't write them as Indian nationals also because they have a foreign passport and the OCI card states their nationality as American or whatever. Its not right to give a wrong info in the form. 

How to deal with this case. I don't think MCA has applied its mind to this peculiar problem.

I saw this in FAQs of MCA Web site:
Whether non-resident directors can provide Indian mobile numbers?

"In case the DIN holder is a resident of India, the address must be an address in India and mobile number must be an Indian mobile number.

In case DIN holder is non-resident, foreign address and foreign number shall only be allowed."

So, for an OCI Card holder with foreign passport, I feel it is OK to give local address proof and local mobile numb and email id ; with foreign passport details. 

Problem comes with foreign residents with foreign passport, mobile nos. and email id to get their OTP through.

Incase of foreign nationals, resident in India, having an OCI & who don’t have foreign address, citizenship will be of foreign country. Permanent & present residential address will be the one where they currently stay in India. In permanent address, state will appear as N/A by default.

In option “whether permanent residential address is same as present address ?”, the option to be selected is “No”. Then start filling the address where they stay (even if both are same)

Sir, very aptly said....Even I raised a ticket in this regard with MCA, they replied, pls refer to applicable rules and sections, or seek professional advice .
My case was- director hold OCI card, US passport,lives in New York. I need to know whether I can use only notarised docs instead of apostilled.
Their replied served nothing.

If he stays in US, then his documents should not only be notarised but also apostilled since US is part of Hague Convention.

Due to time constraint in getting the docs notarised and further apostilled, I think one can contact the Embassy of concerned Country and get the things done. This is also equally valid.
