Urgent - How to get contact number of Registered Trademark owner

Please guide,

How can we get the contact number of any Registered Sole Proprietorship person whose business wordmark For eg "Eugen" is registered as Trademark.

I dont have form.

Actually we need to take NOC from the registered owner, since we want the same name which is registered by him. So ROC made remark at the time of name application to take NOC/
