better to sign on balance sheet in which account approved and auditor sign the report

Now Annual Return from FY to FY instead of AGM to AGM.

Point A states -

A. the Annual Return states the facts as at the close of the aforesaid financial year correctly and adequately.

If the pcs provides the MGT8 as on the date of balance sheet then how this will be justified that annual return states correct figure as on that date annual return was not prepared?
