it is compulsory to appoint chairman of committee by the board when committee is reconstituting by passing resolution or members may appoint in their Committees meeting by suo moto.??????????

in general practice unless the board does not mention in resolution that particular member shall be chairperson, members of the committee can select one among themselves to be chairperson.
